Under the direction of the Assistant Chief of Police or designee, the Records Manager manages, coordinates, and directs the Records Division; responsible for the system operations of both personnel and records management software for the unit. Daily monitoring compliance with local, state, and federal regulations, as well as City of Kyle and Kyle Police Department policies and directives governing the dissemination of public information, application of records retention in adherence with state guidelines, and the department's staffing and reporting. Prepares and submits detailed reports for the Police Department and Chief of Police. Essential Duties & Responsibilities Studies, analyzes, and standardizes documented procedures to improve efficiency and effectiveness of operations. Evaluates productivity and efficiency of work unit; establishes and implements goals and objectives for areas of responsibility. Prepares, maintains, submits, presents reports, budget recommendations, and equipment updates. Maintains advanced preparedness for both external and internal audits related to the Records function. Participates in the Department Strategic Development planning and review process by recommending and preparing cost estimates, briefings, administrative reports, and presentations in regard to the Records Bureau budget. Identifies problems and provides alterative solutions; Identifies consequences of proposed actions. Administers and reviews division policies and procedures; Implements changes when necessary to improve operational efficiency and communication within and between divisions. Makes recommendations for changes and improvements to existing standards, policies, and procedures; Participates in the implementation of approved policies and procedures; Monitors work activities to ensure compliance with established policies and procedures. Manages, develops, motivates, and mentors division staff in collaboration with supervisors and leads through objectives, goal setting, and staff development by providing regular feedback and performance reviews. Mediates workplace conflict; Provides coaching, counseling, and disciplinary action as needed. Manages, plans, prioritizes, assigns, supervises, reviews and coordinates the day-to-day activities and performance of the Records Division including the protection, retention, and destruction of all law enforcement records. Trains sworn and non-sworn personnel on changes in the RMS, laws, systems, and resources available in Records Management. Monitors, interprets, and applies current legislative updates, developing trends, changes, enhancements, and community standards to ensure the Police Department is meeting all City, State, and Federal mandates governing the security and processing of Public Safety Records. Oversees the preparation of the monthly National Incident Based Reporting System (NIBRS) report and the yearly Asset Forfeiture Report. Works with other city departments and outside services to ensure safety and optimal efficiency of operations in the Records office. Provides active, visible, and positive engagement with subordinates to establish and encourage professional relationships with other departments, vendors, and citizens. Responds to and interacts with citizens; Oversight of complaints, investigations, and resolutions. Responsible for participation in the building and maintenance of the RMS system; Liaison to the RMS vendor as it pertains to system software and planning. Assists in contract preparation by reviewing procurement, maintenance, and service contract specifications; Communicates and coordinates with IT Department and vendors; Coordinates with department and staff for contract approval; Research documentation related to vendors and software. Monitors, develops, recommends, trains, and customizes Records Management software and interfaces to ensure daily activities can be completed without issue. Serves as a member of the Hays County Combined Emergency Communications Center (CCEC) CAD/RMS Committee; Responsible for oversight of Records Management as it applies to the CECC and/or Kyle residents; Follows rules and procedures outlined in the CECC ILA. Develops and maintains professional working relationships with members of the Hays County District Attorney's Office in relation to the prosecution of criminal cases, case dispositions, and the filing of Civil Asset Forfeiture seizures. Enforces CJIS security rules. ADDITIONAL RESPONSIBILITIES: Performs related work as required. Minimum / Preferred Qualifications, Experience, and/or Certifications Required Minimum Qualifications High School Diploma or GED, Five years of records experience, Two years of supervisor experience, Must pass an extensive personal background check and be eligible and able to meet all requirements for compliance with CJIS. Preferred Qualifications Bachelor's degree in Criminal Justice, Business Administration, or related field preferred. TCOLE Telecommunicator License preferred. Licenses and Certifications Required: Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Must be able to obtain National Crime Information Center (NCIC) and Texas Crime Information Center (TCIC) Certification within six (6) months of employment. KNOWLEDGE, SKILLS & ABILITIES: Knowledge of all local, state, and federal laws, court procedures, policies, and regulations governing public safety records. Knowledge of operations, services, and activities of a comprehensive municipal law enforcement dispatch entity. Knowledge of record policies, procedures, practices of public and business administration. Computer skills including Microsoft Word, Excel, PowerPoint, & Office 365. Demonstrated ability to compose and prepare reports, records, and communicate effectively, and in writing, a 40 words per minute typing rate, with all levels of personnel. Be an initiative-taker and possess a demonstrated ability to work effectively with minimal supervision. Ability to be assertive. Ability to apply sound reasoning abilities, critical thinking skills, good judgement, and common sense in making decisions under pressure. Ability to work effectively as a team member. Ability to read and disseminate information.
